So, why does it matter?
Abandoned properties adversely affect cities. However, the experimentation and reversibility afforded by temporary use practices during the interim between abandonment and potential "permanent" development can encourage a creative approach to land use and increase the likelihood that a vacant space will eventually find permanent use.
THIS SHOULD BE intends to explore this low-cost experimentation, not by prescribing a one-size-fits-all use to these vacant spaces, but instead providing a platform for residents to unite and advocate for what they'd like to see in the vacant spaces within their own neighborhoods.
